Make the Dough
In a large bowl, mix together flour, sugar, yeast, and salt. In a small saucepan, heat the milk and butter until warm (not boiling). Add the milk mixture to the dry ingredients along with the eggs. Mix until a dough forms.

Knead the Dough
Turn the dough onto a floured surface and knead for about 5-10 minutes until smooth and elastic. Place dough in a greased bowl, cover with a cloth, and let it rise in a warm place for about 1 hour or until doubled in size.

Prepare the Filling
In a medium bowl, mix together brown sugar and cinnamon. Melt the butter and set aside.

Shape the Rolls
Starting from one long edge, roll the dough tightly into a log. Cut the log into 12 equal pieces and place them in a greased baking pan. Cover and let rise for 30 minutes.

Bake the Rolls
Preheat the oven to 350°F (175°C). Bake the rolls for 20-25 minutes or until golden brown. Remove from oven and let cool slightly.
