Prepare the Mussels
Rinse the mussels under cold water, scrubbing the shells to remove any debris. Remove beards if present. Discard any mussels that are open and do not close when tapped.

Steam the Mussels
In a large pot, bring the water to a boil. Add the cleaned mussels and cover. Steam for about 5-7 minutes or until the mussels have opened. Remove from heat and let cool.

Make the Gremolata
In a bowl, combine chopped parsley, minced garlic, lemon zest, and olive oil. Mix well and season with salt and black pepper to taste.

Chill and Serve
Once the mussels are cool, carefully remove them from their shells, keeping one half of the shell for serving. Arrange the mussels on a platter. Squeeze fresh lemon juice over the mussels and top with the gremolata. Serve chilled.
