Prepare the Biscuits
Preheat the oven to 425°F (220°C). In a large bowl, mix together the flour, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the milk until just combined. Turn the dough onto a floured surface and knead gently. Roll out to 1-inch thickness and cut into rounds. Place on a baking sheet and bake for 12-15 minutes or until golden brown.

Make the Sausage Gravy
In a large skillet over medium heat, cook the Italian sausage until browned. Drain excess grease if necessary. Sprinkle the 1/4 cup flour over the sausage and stir to combine. Gradually add in the 2 cups of milk, stirring constantly until the gravy thickens. Season with black pepper and garlic powder.

Assemble the Dish
Split the biscuits in half, ladle the sausage gravy over the top, place a sunny-side up egg on each biscuit, and sprinkle with grated Parmesan cheese before serving.
