Make the Reduction
In a small saucepan, combine the shallots, white wine vinegar, white wine, and half of the tarragon. Simmer over medium heat until reduced to about 2 tablespoons of liquid. Strain the reduction and set aside to cool.

Melt the Butter
In another saucepan, melt the unsalted butter over low heat. Allow it to become clear, then remove from heat and let it cool slightly.

Prepare the Egg Yolks
In a heatproof bowl, whisk together the egg yolks and water. Place the bowl over a saucepan of simmering water, making sure the bowl doesn’t touch the water (this is a double boiler).

Combine and Whisk
Add the cooled reduction to the egg yolk mixture, whisking constantly until the mixture thickens and becomes pale. This should take about 3-5 minutes.

Gradually drizzle in the melted butter while whisking continuously until the sauce is smooth and emulsified.

Stir in the remaining tarragon, salt, and black pepper to taste. Adjust seasoning if necessary.
