Prepare the Noodles
Cook the wide rice noodles according to package instructions. Drain and set aside.

Make the Sauce
In a small bowl, combine soy sauce, oyster sauce, fish sauce, brown sugar, and chili paste. Mix well and set aside.

Stir-Fry the Vegetables
In a large skillet or wok, heat vegetable oil over medium-high heat. Add minced garlic and sauté for about 30 seconds until fragrant. Add bell pepper and carrot to the skillet, and stir-fry for 2-3 minutes until slightly softened.

Add Noodles and Sauce
Add the cooked noodles to the skillet along with the sauce mixture. Toss everything together to coat the noodles evenly.

Finish with Basil and Green Onions
Add Thai basil leaves and green onions to the skillet. Toss everything together until the basil is wilted and everything is heated through.
