In a small saucepan, combine 1 cup of water and 1 cup of sugar. Stir over medium heat until the sugar dissolves completely.

Add 2 tablespoons of dried culinary lavender to the saucepan. Allow the mixture to simmer for about 5 minutes, then remove from heat and let it steep for an additional 15 minutes.

Strain Syrup
After steeping, strain the syrup through a fine-mesh sieve to remove the lavender buds. Store the syrup in a sealed container in the refrigerator for up to 2 weeks.

In a small saucepan, heat 1 cup of milk over medium-low heat until steaming, but not boiling. If you prefer iced, skip this step.
