    Peel and chop the potatoes into small cubes. Slice the carrots into rounds. Dice the onion and green bell pepper. Mince the garlic cloves.

    In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it apart with a spatula, about 5-7 minutes.
