Cook the Filling
In a large skillet over medium heat, add the ground beef or shredded chicken, chopped onions, chili powder, cumin, garlic powder, salt, and black pepper. Cook until the meat is browned and the onions are soft, approximately 8-10 minutes. Drain excess fat if necessary.

Mix in Beans and Cheese
Stir in the refried beans and shredded cheese. Mix well until the cheese is melted and everything is combined. Remove from heat and let it cool slightly.

Fill the Tortillas
Lay a large flour tortilla on a flat surface. Spoon about 1/4 of the filling mixture onto the center of the tortilla. Fold the sides over the filling and then roll it up tightly from the bottom to the top to create a sealed chimichanga.

Repeat the filling and rolling process for the remaining tortillas.

Fry the Chimichangas
Carefully place the rolled chimichangas into the hot oil, a few at a time. Fry until golden brown and crispy, about 3-4 minutes on each side. Remove and drain on paper towels.

Serve the chimichangas hot with your choice of toppings such as sour cream, guacamole, or salsa.
