    In a medium saucepan, melt the butter over medium heat. Once melted, add the flour, stirring constantly for about 2 minutes until it forms a roux.

    Gradually whisk in the milk, ensuring there are no lumps. Continue to cook, stirring frequently, until the sauce thickens (about 5 minutes).

    Stir in black pepper, garlic powder, onion powder, and the chopped dried beef. Cook for another 2-3 minutes until the beef is heated through.
