Marinade the Flank Steak
In a bowl, combine olive oil, garlic powder, paprika, salt, and black pepper. Rub this mixture all over the flank steak. Let it marinate for at least 30 minutes, or up to overnight in the refrigerator for more flavor.

Sauté the Vegetables
While the steak is resting, slice the onion, bell pepper, and mushrooms. In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the sliced vegetables and sauté for about 5-7 minutes, or until they are tender and slightly caramelized. Set aside.

Prepare the Onions
Slice the large onion into thin rings and soak them in buttermilk for at least 30 minutes.

Fry the Onion Strings
In a separate bowl, combine all-purpose flour, cornstarch, salt, and black pepper. Heat vegetable oil in a deep frying pan over medium-high heat. Remove the onion rings from the buttermilk, dredge them in the flour mixture, and fry them in batches until they are golden brown, approximately 2-3 minutes per batch. Drain on paper towels.
