Pickle the Mustard Seeds
In a small saucepan, combine mustard seeds, vinegar, sugar, and salt. Bring to a simmer and cook for 10 minutes. Let it cool and set aside.

Prepare the Horseradish Crema
In a bowl, mix together sour cream, grated horseradish, lemon juice, and salt. Whisk until smooth and set aside.

Make Crispy Shallots
Heat vegetable oil in a frying pan. Dredge sliced shallots in flour and fry until golden brown. Drain on paper towels and set aside.

Prepare the Beef Tartare
In a bowl, combine chopped beef, chopped capers, chopped parsley, Dijon mustard, salt, and black pepper. Mix well to combine.
Assembly

Place a generous spoonful of the beef tartare mixture on each crostini. Top with a quail egg yolk, a sprinkle of crispy shallots, and a few pickled mustard seeds. Drizzle with horseradish crema before serving.
