Make the Dough
In a large bowl, mix together the flour, sugar, cocoa powder, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the egg yolks, wine (or vinegar), and water until the dough forms a ball. Wrap in plastic wrap and refrigerate for at least 1 hour.

Roll and Cut the Dough
On a floured surface, roll out the dough as thin as possible (about 1/8 inch thick). Cut into circles using a 4-inch round cutter.

Form the Shells
Wrap each circle around a cannoli tube, sealing the edges with a bit of water. Repeat until all dough is used.

Fry the Shells
In a deep pot, heat oil to 350°F (175°C). Fry the shells until golden brown, about 1-2 minutes. Remove and drain on paper towels. Allow to cool before gently removing the tubes.
