Chicken and Marinade
Pat and Season
Pat the chicken thighs very dry with paper towels — drying the skin well is critical for crackling. In a bowl combine 2 tsp kosher salt, 1 tsp black pepper, 1 tsp smoked paprika, 1 tsp ground cumin, 4 minced garlic cloves, 1 tbsp lemon zest and 2 tbsp olive oil. Rub the marinade all over the chicken thighs, under the skin where possible, and refrigerate uncovered on a rack for at least 30 minutes, preferably 2 hours. Chilling uncovered helps dry the skin for better crisping.
Crisp Skin Finish
Sear for Color and Crisp
About 20 minutes before you want to combine chicken with rice, preheat a large ovenproof skillet (cast iron preferred) over medium-high heat. Add 2 tbsp olive oil and 1 tbsp butter. When the fat is shimmering and the butter foams, place the chicken thighs skin-side down, pressing gently to ensure full skin contact. Sear without moving for 6–8 minutes until deeply golden and blistered. Spoon rendered fat over the skin while searing. Flip thighs and sear the undersides 2 minutes to color. Remove thighs to a plate and reserve skillet with rendered fat; do not wipe clean.
Final Crisping (after rice cooks)
After the rice has cooked and the pan returns to the stovetop (see Rice and Sofrito steps), nestle the seared thighs skin-side up into the rice, brush any exposed skin with a little extra oil or melted butter and sprinkle 1 tsp fine sea salt evenly over the skin. Place the skillet under a preheated broiler for 3–5 minutes, watching closely, until the skin puffs and becomes crackling-crisp. Alternatively, finish at 450°F (230°C) oven for 6–8 minutes. Remove from oven and sprinkle 1 tbsp lemon zest over the crisped skin.
Rice and Sofrito
Prepare Sofrito
In the same skillet with reserved chicken fat (add up to 1 tbsp olive oil if fat is scant), reduce heat to medium. Add 1 cup finely diced yellow onion and 1 cup diced red bell pepper. Sauté 6–8 minutes until softened and beginning to brown. Add 4 minced garlic cloves and 1 cup grated tomato; cook 3–4 minutes until tomato breaks down and juices concentrate. Stir in 1 tsp turmeric or annatto paste and 1 bay leaf; cook another minute to bloom the spice.
Toast Rice and Deglaze
Add 2 cups long-grain rice to the sofrito and stir to coat the grains in fat and aromatics, toasting 2–3 minutes until edges of rice become translucent. If using, pour 1 tbsp white wine and scrape any browned bits from the pan; let alcohol reduce for 1 minute.
Add Peas and Rest
After 15 minutes, remove the lid and quickly scatter 1 cup frozen peas and 1 cup chopped fresh cilantro over the rice (do not stir aggressively). Cover again and let rest off heat for 5–7 minutes; the residual steam will finish cooking the peas and relax the rice, producing separate tender grains.
Assembly and Finishes
Nestle Chicken into Rice
Gently lift the lid and create 6 shallow wells in the rice. Place each seared chicken thigh skin-side up into a well, pressing just slightly so the thighs make contact with the rice. Spoon any accumulated juices from the resting plate over the rice to add flavor. Return to low heat for 2–3 minutes to warm through if needed.
Crisp the Skin
Follow the 'Final Crisping' instruction in the Crisp Skin Finish section: broil or oven-roast until skin is crackling. After crisping, remove skillet from oven, brush a light drizzle (1 tbsp) of extra-virgin olive oil over the rice, scatter 1/2 cup cilantro leaves, and squeeze lemon or lime wedges to taste.
Serve
Transfer chicken and rice directly from the skillet to plates or serve family-style. Offer extra citrus wedges at the table and an extra sprinkle of lemon zest over the chicken for a bright finish. Grind additional black pepper to taste.
