Method
To Prepare the Flour Shell

Make the Dough
In a large bowl, mix the all-purpose flour, salt, and baking powder. Add the vegetable oil and mix until crumbly. Gradually add water, kneading until the dough is smooth and elastic. Let it rest for 20 minutes.

Roll and Cook the Shells
Divide the dough into 8 equal portions. Roll each portion into a thin circle about 8 inches in diameter. Heat a skillet over medium heat and cook each tortilla for about 1 minute on each side until lightly browned. Set aside.
To Prepare the Filling

Cook the Ground Beef
In a skillet over medium heat, cook the ground beef until fully browned. Drain excess fat and set aside.

Mix the Filling
In a mixing bowl, combine the cooked beef, cooked rice, refried beans, sour cream, and diced onion. Mix until well combined.
To Assemble the Ticoritto

Fill the Shells
Take a flour shell and place a generous portion of the filling mixture in the center. Fold the sides over the filling, then roll from the bottom to create a burrito shape.

Top It Off
Place the filled burrito in a serving dish. Pour the red or green chile over the top, then sprinkle with melted cheese and shredded lettuce.

Serve the Ticoritto with a side of chips and a 4 oz portion of salsa.
