Preheat the oven to 425°F (220°C). Spread the frozen tater tots evenly on a baking sheet and bake for 20-25 minutes or until golden brown and crispy, flipping halfway through.

In a large skillet, heat olive oil over medium heat. Add the diced potatoes, chopped onion, and diced bell pepper. Season with salt and black pepper. Cook for about 15-20 minutes, stirring occasionally, until the potatoes are tender and golden brown.

In a mixing bowl, whisk together the eggs and milk until well combined. In a non-stick skillet over medium heat, add the egg mixture. Stir gently until the eggs are softly set and fully cooked, about 4-5 minutes.

In a heatproof bowl, melt the butter in the microwave or over a double boiler. In another bowl, whisk the egg yolks and lemon juice until frothy. Slowly drizzle in the melted butter while whisking constantly until the sauce is thickened. Season with salt and cayenne pepper.
