    In a medium saucepan over medium heat, melt the butter. Once melted, whisk in the flour and cook for 1-2 minutes until lightly browned. Gradually add the milk while whisking continuously to avoid lumps. Cook for about 3-5 minutes until the mixture thickens.

    Add Cheeses

    Lower the heat and add the cheddar and Monterey Jack cheeses to the thickened milk mixture. Stir until the cheeses are fully melted and smooth. Season with salt, black pepper, and garlic powder. Remove from heat and set aside.

    Layer the Nachos

    On a large baking sheet, spread the tortilla chips evenly. Pour the prepared cheese sauce generously over the chips, ensuring they are well covered.

    Distribute the jalapeños evenly over the cheese-covered chips. If desired, sprinkle fresh cilantro on top for added flavor.

    Bake the Nachos

    Preheat your oven to 180°C (350°F). Place the baking sheet in the oven and bake for 10-15 minutes or until the cheese is bubbly and the edges of the chips are slightly golden.
