Pre-cook the Chips
In a large pot of boiling salted water, add the chips and cook for about 5 minutes until slightly tender. Drain and set aside.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until you achieve a smooth batter.

Fry the Chips
In a deep pot, heat the vegetable oil to 350°F (175°C). Fry the pre-cooked chips in batches for about 5-7 minutes until golden and crispy. Remove and drain on paper towels.

Dip each cod fillet into the batter, allowing excess to drip off, then carefully place into the hot oil. Fry for about 4-5 minutes until golden brown and cooked through. Remove and drain on paper towels.
