Roast the Chiles
Preheat your oven to 400°F (200°C). Place fresh green chiles on a baking sheet and roast for about 15-20 minutes until the skins are charred. Remove from the oven, place them in a bowl, cover with plastic wrap, and let them steam for 10 minutes. Peel off the skins, remove the seeds, and chop the chiles.

Melt the Cheeses
In a medium saucepan over low heat, combine the Monterey Jack cheese, sharp cheddar cheese, cream cheese, and milk. Stir frequently until the cheeses are completely melted and smooth.

Mix in Seasonings
Once the cheese mixture is melted, add the roasted green chiles, garlic powder, onion powder, cumin, salt, and black pepper. Stir well to combine all ingredients and continue to cook on low heat for an additional 5 minutes.

Prepare the Chips
While the cheese is melting, arrange tortilla chips on a serving platter.

Serve Queso
Once the queso is ready, pour it into a serving bowl and place it in the center of the tortilla chips. Serve immediately while warm.
