Prepare the Peppers
Preheat the oven to 375°F (190°C). Cut the tops off the banana peppers and remove the seeds. Set aside.

Cook the Filling
In a skillet, heat olive oil over medium heat. Add the diced onion and minced garlic, sauté until translucent. Add ground beef, cook until browned. Stir in cooked rice, tomato sauce, salt, black pepper, and Italian seasoning. Mix well and let simmer for 5 minutes.

Stuff the Peppers
Spoon the beef and rice mixture into each banana pepper until they are well stuffed.

Place the stuffed peppers in a baking dish. Pour any remaining tomato sauce over the peppers and cover with foil. Bake for 25 minutes. Remove foil, sprinkle shredded cheddar cheese on top, and bake for an additional 10 minutes until the cheese melts and bubbles.
