Prepare the Gelatin
In a small bowl, sprinkle the gelatin powder over the water and let it sit for about 5 minutes to bloom.
Heat the Cream Mixture
In a medium saucepan, combine heavy cream, whole milk, sugar, and vanilla extract. Heat over medium heat until the mixture is just about to boil, stirring occasionally.
Combine Gelatin and Cream
Once the cream mixture is hot, remove it from the heat. Stir in the bloomed gelatin until fully dissolved.
Pour into Molds
Pour the mixture into individual serving molds or cups. Allow them to cool to room temperature, then refrigerate for at least 4 hours, or until set.
Serve
To serve, run a knife around the edges of the panna cotta and invert onto a plate, or serve directly in the cups. Optionally, top with fresh berries or a fruit coulis.
