    Make the Biscuits

    Preheat the oven to 425°F (220°C). In a large mixing bowl, whisk together the flour, baking powder, and salt. Cut in the cold butter until the mixture resembles coarse crumbs. Stir in the buttermilk until just combined.

    Shape and Bake

    Turn the dough onto a floured surface and gently knead it until it comes together. Pat it into a 1-inch thick round. Cut out biscuits using a biscuit cutter or glass and place them on a baking sheet. Bake for 12-15 minutes or until golden brown. Remove from oven and let cool.

    Prepare the Pudding Mixture

    In a large bowl, whisk together the milk, heavy cream, sugar, vanilla extract, eggs, cinnamon, and nutmeg until smooth.

    Assemble the Pudding

    Cut the cooled biscuits into bite-sized pieces and place them in a greased 9x13 inch baking dish. Sprinkle the raisins over the biscuits and pour the milk mixture evenly over the top, pressing the biscuits down gently to soak.

    Preheat the oven to 350°F (175°C). Bake the pudding for 30-35 minutes, or until the top is golden and a knife inserted in the center comes out clean.
