Make the Biscuits
Preheat the oven to 425°F (220°C). In a large bowl, whisk together the flour, baking powder, baking soda, and salt. Cut in the cold butter until the mixture resembles coarse crumbs. Stir in the buttermilk until just combined. Turn the dough onto a floured surface and roll it out to about 1-inch thickness. Cut into rounds using a biscuit cutter and place on a baking sheet. Bake for 12-15 minutes until golden.

Assemble the Dish
Once the biscuits are baked, split them in half and top each half with shredded smoked brisket. Spoon the rustic black pepper gravy over the brisket.
