Cook the Filling
In a large skillet, heat a little oil over medium heat. Add the chopped onion and sauté until translucent. Add the minced garlic and ginger; cook for another minute. Add the ground meat, cumin, coriander, garam masala, salt, and pepper. Cook until the meat is browned and cooked through. Stir in the chopped cilantro and set the filling aside to cool.

Make the Dough
In a mixing bowl, combine 2 cups of all-purpose flour with a pinch of salt. Gradually add water while kneading until a soft dough forms. Cover with a damp cloth and let it rest for 30 minutes.

Assemble the Samosas
Divide the dough into small balls. Roll each ball into a thin circle. Cut the circle in half to form two semi-circles. Take one semi-circle, fold it into a cone, and seal the edge with water. Fill the cone with the meat filling and seal the top by pressing the edges together.

Deep Fry the Samosas
Heat oil in a deep frying pan over medium heat. Once hot, carefully drop the samosas into the oil in batches. Fry until golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels.

Serve hot with mint chutney or tamarind sauce.
