Prepare the Filling
In a large skillet, heat some oil over medium heat. Add the chopped onion and sauté until golden brown. Add the garlic, ginger, and green chili, and cook for another minute.

Add the ground beef and cook until browned. Drain excess fat if necessary.

Stir in the cumin, coriander, garam masala, and salt. Cook for an additional 5 minutes, then stir in the chopped cilantro. Remove from heat and let it cool.

Prepare the Dough
In a mixing bowl, combine 2 cups of all-purpose flour, a pinch of salt, and enough water to form a smooth dough. Knead for a few minutes, then cover and let it rest for 30 minutes.

Shape the Samosas
Divide the dough into small balls. Roll each ball into a circle, then cut in half to form two semi-circles. Take one semi-circle and form a cone, sealing the edge with water.

Fill the cone with the cooled meat filling and seal the open edge by pinching it together. Repeat with remaining dough and filling.

Fry the Samosas
Heat oil in a deep frying pan over medium heat. Fry the samosas in batches until golden brown and crispy. Drain on paper towels.
