In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add the water, stirring until a smooth batter forms.

Rinse the cauliflower florets and Brussels sprouts under cold water. Pat them dry with a paper towel.

In a large, deep skillet or frying pan, heat vegetable oil over medium-high heat until hot (about 350°F or 175°C).

Dip the cauliflower florets and Brussels sprouts into the batter, ensuring they are well coated.
