Preheat the oven
Preheat your oven to 350°F (175°C). Line baking sheets with parchment paper.

Mix dry ingredients
In a large bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt until well combined.

Cream butter and sugars
In another bowl, beat the softened butter, granulated sugar, and brown sugar together until light and fluffy, about 3-4 minutes.

Add eggs and vanilla
Add the eggs one at a time, mixing well after each addition. Then stir in the vanilla extract.

Combine mixtures
Gradually add the dry ingredients to the wet mixture, mixing until just combined. Do not overmix.

Scoop and bake
Using a cookie scoop or tablespoon, drop rounded balls of dough onto the prepared baking sheets, spacing them about 2 inches apart. Bake for 10-12 minutes, or until the edges are set.

Cool cookies
Remove from the oven and let the cookies cool on the baking sheets for 5 minutes, then transfer to a wire rack to cool completely.

Make the filling
In a mixing bowl, beat the softened butter until creamy. Gradually add the powdered sugar and beat until well combined.

Add marshmallow and vanilla
Mix in the marshmallow fluff and vanilla extract until smooth and well incorporated.

Assemble the whoopie pies
Once the cookies are completely cool, spread a generous amount of filling on the flat side of one cookie and top with another cookie, flat side down. Press gently to sandwich them together.
