Prepare the Poblano Peppers
Roast the poblano peppers over an open flame or under a broiler until the skin is charred. Place them in a plastic bag for about 10 minutes to steam, then peel, seed, and chop the peppers.

Cook the Pasta
In a large pot, boil salted water and cook the elbow macaroni according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes. Gradually whisk in the milk and bring to a simmer, stirring constantly until thickened. Remove from heat and stir in the cheddar, mozzarella, and Parmesan cheeses until melted and smooth. Season with salt and pepper.

Combine Ingredients
In a large mixing bowl, combine the cooked macaroni, roasted poblano peppers, and cheese sauce. Mix well until the pasta is evenly coated.

Prepare for Baking
Preheat your oven to 350°F (175°C). Transfer the macaroni and cheese mixture to a greased baking dish. Top with bread crumbs and drizzle with chili oil.

Bake in the preheated oven for about 25-30 minutes or until the top is golden brown and crispy. Let cool for a few minutes before serving.
