Prepare the Sushi Rice
Rinse the sushi rice under cold water until the water runs clear. Combine the rice and water in a medium pot, bring to a boil, then reduce heat to low and cover. Cook for 18-20 minutes or until water is absorbed. Remove from heat and let it sit for 10 minutes.

Season the Rice
In a small bowl, mix rice vinegar, sugar, and salt until dissolved. Gently fold this mixture into the cooked rice. Allow the rice to cool to room temperature.

Form the Rice Patties
Once the rice is cool, wet your hands and take a handful of rice, shaping it into a rectangular patty. Repeat until all rice is formed into patties.

Fry the Rice Patties
In a large skillet, heat vegetable oil over medium-high heat. Fry the rice patties in batches until golden brown and crispy on both sides, about 3-4 minutes per side. Drain on paper towels.

Assemble the Dish
Top each crispy rice patty with a generous spoonful of the spicy tuna mixture. Serve immediately.
