    Preheat the Oven

    Preheat your oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.

    Mix Dry Ingredients

    In a large bowl, sift together the flour, sugar, cocoa powder, baking powder, and salt.

    Combine Wet Ingredients

    In another bowl, whisk together the eggs, milk, vegetable oil, and vanilla extract until well combined.

    Combine Mixtures

    Gradually add the wet ingredients to the dry ingredients, stirring until just combined.

    Add Boiling Water

    Stir in the boiling water until the batter is smooth. The batter will be thin.

    Add Chocolate Chips

    Fold in the chocolate chips gently.

    Pour the batter into the prepared baking pan and bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.
