Prepare the Cauliflower
Cut the cauliflower into bite-sized florets and set aside.

Make the Batter
In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, and salt. Gradually add in the cold water, stirring until the batter is smooth and slightly thick.

Heat the Oil
In a deep pot or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Cauliflower
Dip each cauliflower floret into the batter, allowing excess to drip off, then carefully place in the hot oil. Fry in batches, ensuring not to overcrowd the pot, for about 3-4 minutes or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Prepare the Sauce
In a small bowl, mix the fermented black bean sauce with sesame seeds. Adjust seasoning if necessary.

Serve the crispy tempura cauliflower hot, drizzled with the fermented black bean sauce and garnished with chopped green onions.
