Prepare Wontons
In a deep frying pan, heat the vegetable oil over medium-high heat until hot.

Carefully place wonton wrappers in the hot oil, a few at a time, and fry until they are golden brown and crispy, about 2-3 minutes. Remove them and drain on paper towels.

Marinate the Steak
In a bowl, mix soy sauce, brown sugar, sesame oil, gochujang, minced garlic, grated ginger, and chopped green onions to create the marinade.

Slice the beef sirloin thinly against the grain and add it to the marinade. Let it marinate for at least 30 minutes or up to overnight in the refrigerator.

Cook the Steak
In a skillet over medium-high heat, cook the marinated beef until fully cooked and slightly caramelized, about 5-7 minutes.

Gradually add the milk while continuously whisking to avoid lumps. Cook until the mixture thickens, about 3-5 minutes.

Stir in the cheddar and Monterey Jack cheese, salt, and black pepper. Mix until the cheese is fully melted and smooth.

On a serving platter, layer the fried wontons, followed by the cooked bulgogi steak.
