Cook the Pasta
In a large pot, bring salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain and set aside.

Sauté the Vegetables
In a large skillet, heat olive oil over medium heat. Add the sliced mushrooms, diced zucchini, and bell pepper. Sauté until the vegetables are tender, about 5-7 minutes. Season with salt and pepper. Remove from heat and set aside.

Make the Cheese Sauce
In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes to form a roux. Gradually whisk in the milk, stirring constantly until the mixture thickens, about 5 minutes. Remove from heat and stir in the cheddar and Parmesan cheeses until melted and smooth. Season with paprika, salt, and black pepper.

Combine Everything
In a large mixing bowl, combine the cooked pasta, sautéed vegetables, and cheese sauce. Stir until everything is well coated.
