    Prepare the Filling

    In a large pot, brown the beef stew meat over medium-high heat until browned. Remove and set aside. In the same pot, add onions, carrots, celery, and garlic. Cook until softened, about 5 minutes.

    Simmer

    Return the beef to the pot. Add Guinness, beef broth, Worcestershire sauce, bay leaves, thyme, salt, and pepper. Bring to a boil, then reduce heat and let simmer for about 1.5 hours, or until the beef is tender.

    Thicken the Filling

    Remove the bay leaves. If the sauce is too thin, mix flour with a little water to make a slurry and stir it into the pot. Simmer for another 10 minutes.

    Make the Mashed Potatoes

    While the filling simmers, boil the potatoes in salted water until tender. Drain and return to pot. Add butter, milk, salt, and mash until smooth.

    Assemble the Pie

    Preheat the oven to 400°F (200°C). Pour the beef filling into a pie dish and top with a layer of mashed potatoes. Use a fork to create texture on the mashed potatoes.

    Bake

    Bake in the preheated oven for about 25-30 minutes, or until the top is golden brown. Let cool for a few minutes before serving.
