Prepare the Pork Belly
In a heavy-bottomed pot, add the pork belly and cover it with water. Bring to a boil, then reduce to a simmer for about 1 hour. Remove the pork and let it cool. Once cool, slice into bite-sized pieces.

Caramelize the Pork
In a pan, add the brown sugar and 2 tablespoons of fish sauce over medium heat. Once the sugar has dissolved and starts to caramelize, add the pork belly pieces and cook until well coated and caramelized, about 10-15 minutes.

Prepare the Salad
While the pork is caramelizing, prepare the salad. Thinly slice the leeks and carrots. In a bowl, combine the leeks, carrots, cilantro, and the remaining fish sauce and orange juice. Toss well and season with salt and black pepper to taste.

Serve
On a serving plate, arrange the caramelized pork belly and top it with the orange fish sauce salad. Serve immediately.
