Preparing the Beef and Broccoli

Slice the Beef
Thinly slice the beef flank steak against the grain into strips.

Marinate the Beef
In a bowl, combine the sliced beef with salt, black pepper, and 2 tablespoons of cornstarch. Mix well and let marinate for 15-20 minutes.

Blanch the Broccoli
In a pot of boiling water, add the broccoli florets and blanch for 2-3 minutes until bright green. Drain and set aside.
Cooking the Beef

Heat the Oil
In a large skillet or wok, heat the vegetable oil over medium-high heat until shimmering.

Making the Tangerine Sauce

Combine Sauce Ingredients
In a bowl, whisk together tangerine juice, soy sauce, brown sugar, ginger, garlic, red pepper flakes, water, and 1 tablespoon of cornstarch until smooth.

Cook the Sauce
In the same skillet used for the beef, pour in the tangerine sauce mixture. Bring to a simmer over medium heat, stirring frequently until thickened, about 3-5 minutes.
Combining and Serving

Combine Beef and Broccoli
Add the crispy beef and blanched broccoli to the skillet with the tangerine sauce. Toss well to coat everything in the sauce.

Serve immediately over rice or noodles, garnished with sesame seeds or sliced green onions if desired.
