In a small bowl, combine brown sugar, paprika, garlic powder, onion powder, black pepper, salt, and cayenne pepper. Mix until well combined.

Generously apply the dry rub to the entire surface of the brisket, ensuring it's well coated. Let it sit for at least 1 hour at room temperature or refrigerate overnight for deeper flavor.

In a large bowl, mix beef broth, Worcestershire sauce, and apple cider vinegar together. Set aside.
