Prepare the Cannoli Shells
In a large bowl, combine the flour, sugar, cocoa powder, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the egg yolks and wine/vinegar until a dough forms. Wrap in plastic wrap and refrigerate for at least 1 hour.

Roll and Cut the Dough
On a floured surface, roll out the dough to about 1/8 inch thickness. Cut into circles (about 4 inches in diameter).

Fry the Cannoli Shells
Heat vegetable oil in a deep frying pan over medium heat. Wrap each dough circle around a metal cannoli tube, sealing the edges with water. Fry until golden brown, about 2-3 minutes per side. Remove and drain on paper towels.

Fill the Cannoli
Once the shells are cool, carefully remove them from the tubes. Pipe the ricotta filling into each shell from both ends until filled. Dust with powdered sugar before serving.
