Prepare the Oysters
Rinse the oysters under cold water and pat them dry with paper towels.

Make the Batter
In a large bowl, mix together the flour, cornmeal, baking powder, salt, black pepper, and cayenne pepper. Gradually stir in the buttermilk until you achieve a smooth batter.

Heat the Oil
In a deep saucepan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Oysters
Dip each oyster into the batter, allowing the excess to drip off, then carefully place them into the hot oil. Fry for 2-3 minutes or until golden brown. Remove and drain on paper towels.

Assemble the Buns
Slice the burger buns in half and place a lettuce leaf on the bottom half. Add 2-3 fried oysters, a slice of tomato, and a generous dollop of tartar sauce before topping with the other half of the bun.
