Rinse the Rice
Rinse the basmati rice under cold water until the water runs clear. This removes excess starch and helps achieve a creamy texture.

Soak the Rice
Soak the rinsed rice in enough water for about 30 minutes. This helps soften the rice and reduces cooking time.

Prepare the Saffron
Soak the saffron strands in 2 tablespoons of warm milk for about 10 minutes to release its color and flavor.

Simmer Further
Continue to simmer the kheer for another 10-15 minutes, stirring frequently until it thickens to your desired consistency.

Prepare the Garnish
In a small pan, lightly toast the chopped nuts and raisins on low heat until fragrant.

Once the kheer is thickened, remove from heat and let it cool slightly. Serve warm or chilled, garnished with the toasted nuts and raisins.
