In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente, usually around 7-8 minutes. Drain and set aside.

In the same pot, melt the unsalted butter over medium heat. Once melted, sprinkle in the flour and whisk for about 1-2 minutes until the mixture is bubbly and light golden.

Gradually pour in the whole milk while continuing to whisk. Keep whisking until the mixture thickens, about 3-5 minutes.

Incorporate Cheeses
Reduce heat to low, then add the sharp cheddar cheese and cream cheese. Stir continuously until the cheeses are completely melted and the sauce is smooth.

Add garlic powder, onion powder, salt, and black pepper to the cheese sauce. Mix well to combine.

Add the cooked elbow macaroni and chopped smoked brisket into the cheese sauce. Stir gently until everything is well coated.
