Prepare the Filling
In a large mixing bowl, combine the julienned carrot, shredded cabbage, sliced bell pepper, chopped green onions, and minced garlic.

Season the Filling
Add soy sauce, sesame oil, salt, and pepper to the vegetable mixture. Toss well to combine. Let it sit for about 10 minutes to allow the flavors to meld.

Prepare the Wrappers
Lay out a spring roll wrapper on a clean surface with one corner facing you. If the wrappers are dry, you can dampen them slightly with a wet cloth.

Fill the Wrapper
Place about 2 tablespoons of the filling mixture near the corner of the wrapper closest to you.

Roll the Spring Roll
Fold the corner of the wrapper over the filling, then fold in the sides and roll tightly towards the opposite corner. Seal the edge with a little cornstarch mixed with water to help the wrapper stick.

Repeat
Repeat the process with the remaining wrappers and filling.
Frying

Heat the Oil
In a deep frying pan, heat the vegetable oil over medium-high heat until hot (about 350°F or 175°C).

Fry the Spring Rolls
Carefully place the spring rolls in the hot oil, frying in batches to avoid overcrowding. Fry for about 3-4 minutes or until golden brown and crispy.

Drain and Serve
Remove the spring rolls from the oil and place them on a paper towel-lined plate to drain excess oil. Serve warm with dipping sauce.
