Prepare the Filling

Mix the Ingredients
In a large bowl, combine ground chicken, finely chopped lemongrass, minced garlic, grated ginger, chopped green onions, soy sauce, oyster sauce, black pepper, and salt. Mix well until all ingredients are fully incorporated.

Chill the Filling
Cover the bowl with plastic wrap and let the mixture chill in the refrigerator for at least 30 minutes to allow the flavors to meld.
Assemble the Dumplings

Fill the Wrappers
Take a dumpling wrapper and place about 1 tablespoon of the chicken filling in the center. Moisten the edges of the wrapper with a little water, fold it over to create a half-moon shape, and pinch the edges to seal. Repeat with the remaining wrappers and filling.
Cook the Dumplings

Steaming Method
Place the dumplings in a steamer basket lined with parchment paper. Steam for about 15 minutes over boiling water until cooked through.

Prepare the Thai Chili Sauce

Mix the Sauce
In a small bowl, mix together the Thai chili paste, lime juice, honey, and water until well combined. Adjust consistency with more water if needed.
Serve

Drizzle and Garnish
Plate the dumplings and drizzle with sweet soy sauce. Sprinkle sesame seeds on top. Serve with the Thai chili sauce on the side for dipping.
