Prepare the Filling
In a mixing bowl, combine the cream cheese, minced garlic, chopped parsley, chopped chives, grated Parmesan cheese, salt, and black pepper. Mix thoroughly until all ingredients are well combined.

Finely chop the reserved mushroom stems and add them to the filling mixture. Stir well to incorporate.

Using a small spoon or a piping bag, fill each mushroom cap with the cream cheese and herb mixture. Make sure to pack the filling slightly for a generous portion.
