Cook the Rice
In a medium saucepan, bring 2 cups of water to a boil. Add 1 cup of white rice, reduce heat to low, cover, and simmer for 18-20 minutes or until the rice is tender and water is absorbed. Remove from heat and let it sit covered for 5 minutes.

Prepare the Sauce
In a small bowl, whisk together 1/4 cup of soy sauce, 2 tablespoons of sesame oil, 1 tablespoon of cornstarch, 2 tablespoons of water, and 1 teaspoon of red pepper flakes until smooth. Set aside.

Stir-Fry the Shrimp
In a large skillet or wok, heat a tablespoon of sesame oil over medium-high heat. Add the peeled and deveined shrimp and stir-fry for about 2-3 minutes or until they turn pink and are cooked through. Remove the shrimp from the skillet and set aside.

Cook the Vegetables
In the same skillet, add a bit more sesame oil if needed. Add minced garlic, minced ginger, sliced bell pepper, broccoli florets, julienned carrot, and snap peas. Stir-fry for about 4-5 minutes until the vegetables are tender but still crisp.

Combine Ingredients
Return the cooked shrimp to the skillet with the vegetables. Pour the prepared sauce over the shrimp and vegetables. Stir well to combine and cook for an additional 2-3 minutes until the sauce thickens and everything is heated through.
