Prepare Brownie Base

Melt Butter
In a medium saucepan over low heat, melt the unsalted butter. Remove from heat once melted.

Mix Sugars
Stir in granulated sugar and brown sugar into the melted butter until well combined.

Add Eggs and Vanilla
Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

Combine Dry Ingredients
In a separate bowl, whisk together flour, cocoa powder, and salt.

Combine Mixtures
Gradually fold the dry ingredients into the wet mixture until just combined. Be careful not to overmix. Fold in chocolate chips.

Bake Brownies
Preheat the oven to 350°F (175°C). Pour the brownie batter into a greased 9x13 inch baking dish and bake for 25-30 minutes, or until a toothpick inserted in the center comes out with a few moist crumbs. Let cool.
Prepare Drowning Sauce

Heat Cream
In a small saucepan over medium heat, heat the heavy cream until it just begins to simmer.

Melt Chocolate
Remove from heat and add the semi-sweet chocolate, stirring until melted and smooth.

Add Sugar and Vanilla
Stir in granulated sugar and vanilla extract until fully combined.
Assemble and Serve

Drown Brownies
Once the brownies have cooled, cut them into squares and place them on serving plates. Pour the warm drowning sauce generously over each brownie.

Add Ice Cream (Optional)
If desired, add a scoop of ice cream on top of each brownie.

Top with chocolate shavings if desired before serving.
