Beef Preparation

Marinate the Beef
In a bowl, combine the beef sirloin with soy sauce, black pepper, and half of the vegetable oil. Let it marinate for at least 15 minutes.

Wok Searing the Beef
Heat the remaining vegetable oil in a wok over high heat. Add the marinated beef and stir-fry for about 3-4 minutes until it's browned and cooked to your desired doneness. Remove from heat and let it rest before slicing thinly.

Prepare the Vegetables
Chop the iceberg lettuce into bite-sized pieces and place them in a large salad bowl. Thinly slice the red and green bell peppers and the red onion, then add them to the bowl.

Add Cilantro
Roughly chop the fresh cilantro and sprinkle it over the salad mixture.
Dressing Preparation

Mix the Dressing
In a small bowl, whisk together the lime juice, fish sauce, sugar, and chili flakes until the sugar dissolves.
Final Assembly

Combine Everything
Add the sliced beef to the salad bowl. Drizzle the dressing over the salad and toss everything together gently to combine.
