Prepare the Octopus
In a large pot of salted boiling water, cook the octopus for about 45 minutes, or until tender. Remove from water and let it cool.

Marinate the Octopus
Once cool, cut the tentacles from the body and place them in a bowl. Add harissa paste, olive oil, lemon juice, minced garlic, salt, and black pepper. Mix well and let marinate for at least 1 hour, preferably overnight.

Prepare the Artichokes
Drain the artichoke hearts and slice them into quarters. Set aside.

Char the Octopus
Preheat a grill or grill pan over high heat. Grill the marinated octopus for about 3-4 minutes on each side until charred and slightly crispy.

Serve
On a serving plate, arrange the charred octopus and top with marinated artichokes. Garnish with crispy shallots and chopped parsley.
