Prepare the Sopaipilla Dough
In a large bowl, mix together the flour, baking powder, and salt. Gradually add the warm water and knead until the dough is smooth. Let it rest for 30 minutes.

Cook the Filling
In a skillet over medium heat, cook the ground beef or chicken until fully cooked. Season with salt and pepper to taste. Remove from heat.

Roll Out the Dough
After the dough has rested, roll it out on a lightly floured surface to about 1/4 inch thickness. Cut into circles or squares.

Stuff the Sopaipillas
Place a spoonful of the cooked meat in the center of each dough piece. Fold over and seal the edges by pressing with a fork.

Fry the Sopaipillas
In a deep skillet, heat the oil over medium-high heat. Carefully add the stuffed sopaipillas and fry until golden brown on both sides, about 2-3 minutes per side. Drain on paper towels.

Serve
Place the fried sopaipilla on a plate, top with your choice of red or green chile sauce, and serve hot.
