Combine Ingredients
In a bowl, mix the sautéed onion and garlic with the cooked rice, refried beans, half of the shredded cheese, salt, and pepper.

Fill the Tortillas
Warm the corn tortillas in a skillet or microwave to make them pliable. Spoon the filling onto each tortilla and roll them up tightly.

Place in Baking Dish
Spread a layer of enchilada sauce on the bottom of a baking dish. Place the rolled tortillas seam-side down in the dish.

Top with Sauce and Cheese
Pour the remaining enchilada sauce over the rolled tortillas and sprinkle the remaining shredded cheese on top.

Bake
Preheat the oven to 350°F (175°C) and bake for about 20-25 minutes, until the cheese is melted and bubbly.

Serve
Remove from the oven and let cool for a few minutes before serving. Enjoy with additional rice and beans on the side.
