In a bowl, mix together the flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until smooth.

Fry the fish
Heat vegetable oil in a deep fryer or large pot to 350°F (175°C). Dip the fish fillets into the batter, allowing excess to drip off. Carefully place the fillets in the hot oil and fry until golden brown, about 5-7 minutes. Remove and drain on paper towels.

Peel and cut the potatoes into thick strips. Rinse in cold water and pat dry with a kitchen towel.
